Wood is only really flammable when dry.
If arrow is made out of dry wood it will snap and do no damage.
Not to mention it could snap from the force of being shot and injure you.

You're so negative. Too much reality. Almost like saying that a school should have around 1000 pencils and 300 rulers. Those pencils can hurt pretty damn badly if we can find some glue/tape so we can combine the pencils with the rulers to create shitloads of spiky maces.
