Depends on how you view one step to be. I would put half on one side and half on the other, and then reduce until you found which one was different. You can reduce by half each time, so you should usually find it in three or four steps. :P

Your first step is not really right
You can't found by 3 steps in that way

Separate 12 to 4 groups witin 3 spheres in each of them - that is on the right way
That was first step, there is 2 more steps for find different one

No matter what and how you do, it's must be three actions - three sets

Ah, then actually splitting them into groups of two is easiest. Two go on each side of each scale, and you can eliminate which is off in the next step by splitting the one with a weight difference between the scales. Remember which side of the scale tipped in the previous measure to find your sphere. ;)

Not really the standard riddle it seems, but I guess it is a kind of riddle regardless. :)
