I so know what you mean... There is just an incredible amount of idiots getting in your team in LoL. My partner in it gets his account banned at least twice a month for calling them noobs... And if you are less than 20th level and don't have runes enemies are simply stronger than you. But when you are playing with someone while discussing strategy in skype and fight against players of the same skill as yourself, the game becomes quite entertaining.

Choose different classes. They all have different jobs that benefit the team, such as the Heavy. He is the 'tank' of the team and his purpose is to make the other team focus onto him while your teammates rush to the objective. But it all depends on which gamemode you are playing as well.

Well, at that sort of level, skills don't tend to make too much difference other than the level difference, the higher level difference, the easier it is to win, its like a kid trying to fight an adult basically, skill barely make too much difference.

Level doesn't matter, since they may be playing the game longer without actually changing up their playstyle. In LoL, there are a lot of bad players who are level 30 and there's also ELO Hell, etc.
