Yes Sammy. They designed it like that. The enemies are ranked on how high your lvl is. An enemy that is like 10 below your level won't give you experience, but an enemy that is 10 above you will give a lot of experience, but you risk getting killed very fast.

I havent heard much from the story since im not korean but yeah~
Storyline is told in animations which is awesome ~
 
That sounds cool, I wonder if the animation will be like for Mirror's edge?
 
Well, I can't show ya', cause Wikipedia is down. :( It's a weapons based fighting game. Lots of powerful dudes, hot girls and crazy looking weapons.
 
Yeah, they're protesting against that funny bill in Congress right now.
 
Yeah, if they win. Youtube, wikipedia will die instantly.
