Well the Kansai-dialect shall in Kansai-region, or better said Kyoto around used:
- Kansai-dialect is a formal speaking way/art, because Kyoto was about 1000 year the capital of Japan and the base of emperor, where very thought in the region spoken was. Notice: Short explain was from me.
