Not really, no. In most countries, Japan included, dealing with blackmail rape is very complicated. And the exception to this rule are countries where there's no proper procedure in court and you can send people to prison without real evidence.
In general, Japan is rather conservative in some unexpected aspects, while it has hentai shops where you can openly buy hentai with lolis, having sex outside of a relationship is also frowned upon. And if a girl was raped, there's a big chance that it would influence her future negatively. It's not the USA where a girl can just casually go to police after her boyfriend found out that she hooked up with another guy on a party. In the USA people would just shower her with support, even if she falsely accused the guy and he was proven non guilty, while they would "cancel" the guy. In conservative countries, they "cancel" both the victim and perpetrator, and if he was found not guilty the girl would be just considered a slut. And proving rape in a court is hard, it's one of the crimes that can be committed without leaving any real evidence.
Also, the age of consent in Japan is 13-14 depending on the region. And while there are "morality laws" that punish older people for having sex with those younger, those same laws also can work on minors. I.e. two 15-year-olds having sex with each other are doing something illegal, or let's say 14-year-old and 16-year-old. But for better or worse, those laws aren't very strict. It's not like American ridiculous laws where 19-year-old is going to prison for having sex with a 17-year-old in some states. You'll be fined for having sex with a minor older than 13, which I personally think makes way more sense, but as a result it also makes hentai stories more realistic. You really can get expelled from school for having sex in Japan. And you really can have sex with 14-year-old sugar babies without going to prison.
