No no you don't need to be 100 to get overdrive only one user can be 100 so in order to get overdrive you'll need to stay at 99.9% for some time that would mean that you reached 100 but only one can be 100 so it won't appear it will appear as 99.9% but if Ana loses his activity yours will become 100 and you'll gain his awards

Silver doesn't have Ana's awards because he doesn't have 100 just check their profiles Ana has the awards and silver doesn't and his activity isn't 100 those awards are only obtainable by having 100%
