Rune Ballot (Mardock Scramble trilogy anime film) vs Shinya Kougami (Psycho-Pass anime series)

Characters backgrounds:

Rune Ballot is a young prostitute who was taken in by the notorious gambler Shell Septinous. One night, Shell abandons Rune and attempts to murder her in an explosion. However, she is rescued and transformed into a cyborg by Dr. Easter. An Artificial intelligence in the form of a Mouse accompanies her to adapt to her new life.

Shinya Kougami is an enforcement officer who is tasked with managing crime. Shinya has a high criminal mentality, but because of his skills as a detective, he was released under the condition that he becomes an Enforcer for the Public Safety Bureau, Unit 1.

My vote goes to Rune Ballot. Besides that Mardock Scramble is on my Top anime movies series, good story and one of the BEST art I have ever seen.
I think it's doesn't necesary to write about her powers since you probably didn't miss this amazing series. In the other hand Psycho-Pass is also not bad. The both characters uses a gun or weapon which can change into gun (in Rune Ballot case). In the end when Rune Ballot has more control over Mouse(artifical weapon - being) she bacomes really powerful. Even thought Shinya has more experience, his weapon is less powerful and also has some restrictions. Anyway I'm for Ballot.

Hmm really so unknown. The Mardock Scramble novel was published in Japan, with the final novel published on July 2003. The novels were later made into a manga series and an anime film trilogy and also Live-action film.
