Too many unknowns with Tohka as there is a great deal yet to be reveal from Date A Live about the abilities regarding Tohka, so I can't really decide who will win, but just on the face value at the moment, I think Neptune stand more of a chance. But once we learnt more about Tohka I think it would be a close match which can possibly end in a draw in my opinion.
