Hmm..., i really don't think so. As someone who plays with both, i think they serve different purposes and offer different experiences.
With chat bots, the whole story and experience depends on the user's participation and initiative. i think most bots rarely move the plot forward and are better in responding to play by play interactions. other factors such as how well the bots' are built and user's reply quality also play a significant role in improving the experience of chatting with one.
Meanwhile with otome games, plot and storyline is readily made for users. how the story starts and it's ending routes are already determined by developers. player's participation affects the how the story progresses, but i think the biggest difference is that while playing an otome game, player's doesn't have to construct how the story should progress next.
At the end of the day, i think otome games are more suited for when you want to immerse in a storyline. every interaction you have with characters in the plot progression serves a specific purpose to the progression of the plot and your relationship with the character. Meanwhile with chat bots, you get immersed in a world setting without a clear start and end to a relationship or conflict. every interactions feel more like passing everyday moments that will eventually be forgotten since they can't stay forever in the bot's memory limit.
