Ghost in the Shell count as Sci-Fi, since there isn't any machine that is skyscraper tall I don't think, so its probably more futuristic sci-fi than mecha

Maybe. To me, Mecha counts as anything that is robotic.

Mecha itself does mean anything to do with robotic, but most of the time when the mecha tag is use on an anime, you expect huge robot or machines xD
