Like Sammy have referenced, to be an uploader, you must first fulfill the following:

30 constructive posts. Spamming 'Thanks' thirty times won't do.
Having been active on the forum for 14 days.
Fill out a questionnaire.

After that Admins will review your case and you'll be on trial period, during which if you "pass", you'll become an uploader without moderation queue. If you want further information, that thread Sammy linked will be of great help to you and even after that, you still got more question, then you can feel free to contact the admins for further guidelines (but the post is very clear, so you'll most likely be better off not asking them as they're very busy.)

If you had problems finding your way to the rules and guidelines, chances are you're going to have problems during your course as an uploader. That, and this question has been asked over 9000 times already.
