clearly it's not just region that needs to be changed, you also need to set the languange and keyboard setting to japanese.
in other words, make your windows 7 a japanese version!

Make sure that your computer is set in japanese for the softwares :
Go to your regionals settings => Administrative => Look where it says Software with Non-Unicode language
=> Click on Change Regional System Settings => Select Japanese

Otherwise check this thread maybe it will help you if the problem doesn't come from your regional settings.
