[Tools] Livemaker Translation Patcher

Overview:
Python script to work with the pylivemaker module to translate livemaker games.
There are other tools available for this engine, but I wasn't happy with any of them.
The csv are compatible with the custom parser option in SLR Translator (Universal CSV tpm).
