Well if you look it that way than, it's true. Most of any developer's do that.
You can see Comcap with Street Fighter, first they make Street Fighter, next the make Super Street Fighter, again they make Super Street Fighter Ex etc etc. Simple words, why they just make a DLC for the new content instead make a new title?

Then again, not all developer do that :D
