One thing I want to know is why can't the minions shoot a gun properly? They shoot and it ends up hitting some chain which holds ten tons of concrete blocks.

It's certainly not blindness. They were either poorly trained or they secretly worked for the good guys so they missed on purpose to only be bullied by their bosses... of course I could be wrong in all this...

It might make more sense if they wore shades during the night so they wouldn't be able to see well.
