There are some mangas i could not find the link or torrent to get, so i decided to take a look at the manga request forum. But unlike the game request site, that site seem does not active anymore. So can i request a manga at the game request forum? Or are there any other forum to request manga?

No, manga request threads belong to manga request forum. The forum activity depends whether there is actually someone who has those manga and cares to respond to those requests, not where you post your requests. If there's no such person, those threads will be left unanswered anyway.
