Um...Here is Install Guide:

1- You better turn off any application server like: Apache, nginx, Firewall and Antivirus software to avoid those program from blocking Keygen and steps below
2- Keymaker.exe is a tool to generate a Serial for installation, use Serial you got to install the game
3- Before starting game, go to Start -> Run or hit Windows button + R, type "notepad C:\Windows\system32\drivers\etc\hosts" to open and edit hosts file by Notepad, you can back up this file if you are careful person
4- In hosts file, at the bottom, separately line and add "127.0.0.1 primel.chips.jp", save the change
5- Hit Start -> Run, type cmd to open Command Line, type "ping primel.chips.jp" to see if IP Address changed to 127.0.0.1 or not, back to (4) if result is 203.xxx.xxx.xxx
6- Run server.exe inside server folder first, run the game after that
7- Happy playing ^_^

How to use crack + server :
1. Install game using serial number, you can get serial number from keygen
2. Before starting game, turn off all server program if you have it (apache, nginx, dll)
3. Open file C:\windows\system32\drivers\etc\hosts using wordpad/notepad add this line 127.0.0.1 primel.chips.jp
4. Try to ping primel.chips.jp using cmd if IP changed to 127.0.0.1 its succes
5. Run server.exe inside server folder and run your game
note : if you close your game you will need to rerun server.exe before playing again

I've come to realize that the download links for this game are quite old, but got it to run pretty easily; and I thank you for that.

However, my japanese is pretty rusty as I haven't practiced the language in some time. I'm guessing that a traditional "drag and drop" english patch would be impossible as this is a server patch, but I was wondering if one is out there.
