I highly doubt it will be patched as it's only region blocked by the looks of it. The japanese won't be affected by it so there isn't any reason to patch it for them.

Assuming that your non-unicode settings are in japanese (japan), which they should be in first place, you just need to hit the 'cancel' button instead of OK when the pop-up prompts. Then another one will prompt - just press 'cancel' again. After that, the game will start normally.
It's just a minor nuisance, so there's no need of a patch, but you can also use the non-region loader attached to this post if you like.
