You could first try without, I just add that notice every time because I have no way of checking if it's required or not because I am running a Japanese system.

Otherwise I think for Windows 11 your main option would be Locale Emulator by xupefei https://github.com/xupefei/Locale-Emulator , but I'm not certain how long that one will still work.
Microsoft is trying to sell local changes and as a result actively fighting programs like that.
You might also need to install Japanese font.
