They have the same level as average lvl of your party. It just seems Avaro lvl = average one in your case. BTW each map have level restriction after which it wouldn't rise level of enemies any more.

Finally got the time to play. But, I can't play after updating into patch 1.05 + new append. After searching it was said that I need the v2 crack. anyone here got it?
Or, should I keep it as 1.04 + latest append? Or maybe I need v2 crack in 1.04 as well?

It's seems Eushully is going to release a new append disk called "Amayui Castle Meister Perfect Guidebook Append Disk". It's programmed to be released on 2017-12-15 and will come with three new maps.

99% of the time it's the player not having the PC configured properly to play Japanese games. I've never had a problem like this provided I:

1. Set Unicode to Japanese.
2. Let Region to Japan (this means you get news feeds from Japan in Japanese, your date and time is displayed in Japanese format etc.)

For those too lazy to do the above, you'll have to do something about your Locale Emulator to get rid of the problem. Google it and work it out yourself since I don't know anything specific about those solutions.

By the way, problems like this shouldn't be spammed in every single Eushully-related thread there is on this forum as a crude way of begging for a solution you couldn't look up yourself.
