You need the "乙女 (Otome)" badge/rank to be able to view the otome download section. There's a detailed Account Rank Guide available that explains how it works! But in short, yes, the easiest way is to participate in discussions in the Otome Corner. Just share your thoughts about the topic of the thread, interact with others if you feel comfortable doing so, and you should get the required rank sooner or later!
