Quick NTLEA Problem

So I just downloaded this from its official page to see if I can run some games I can't run, but I don't have an idea how to use it and everywhere I look there is no explanation.
My problem is that I try to run ntleasWIN.exe but all I get in an error saying its not "a valid application" on win32 something am I doing something wrong?

PS:If this is wrong place to post this sorry and please tell me where to post it then.

What windows version are you using?Can you capture for more understand?Well NTLEA is like applocate.It work like virtual machine but only locate and non language unicode in japan mode.Windows has build in non unicode language mode already.Eventually you install install english language pack.You can switch and play VN game well.Today,Everyone use that method for play VNGame and use Virtual Machine for play game that not supported on Windows 10/8.1/8 by use Windows XP or 7.

I use Windows XP SP3, I guess I need to be a bit more clear.
So I downloaded and extracted and tried to run the exe file I mentioned where that error shows up, from here I don't know what to do.
From what I read I thought it would be much like applocale is so hence why I'm confused.
