Question about download link

I honestly don't think this is the right thread for this, but I couldn't find a better one, so here it is:

In the download provided here, the file path has been replaced with "^_^", which naturally makes it broken. Is this shorthand for something, or is it intentionally obscured?

(I've tried contacting dragon55, but I haven't yet heard back.)

It was intentionally replaced with ^_^ because the link were dead
