NoActi EXE

I'm trying to play Appare! Tenka Gomen but every version I find has a serial number issue. The closest thing to a solution I've found is the suggestion that I use NoActi, but I have no idea how to use this program. Any help would be appreciated.

If it's an .exe you usually put it in the game's installation folder and run it. But I haven't played the game so I could be wrong.
