Question [newbie\new member] How do i get permission to upload avatars?

Whenever I try to upload a picture for my avatar in the profile section it gives this message: "You do not have the necessary permissions to upload gif avatars."

I'll delete this if this sort of thread already exists maybe something's wrong with my search bar or something.

I remember only Elite Member can upload animated avatar to prevent abuse.

It doesn't even let me upload a single photo for a profile picture which is what I try to upload
