１９世紀終わりアメリカはＧＤＰでイギリスを抜いて世界一の経済大国となり、２０世紀初めには自動車や電気製品といった新産業を中心に繁栄の時代を迎えた。一方１９２２年ロシア・ウクライナ・ベラルーシ・ザカフカースの４か国からなるソヴィエト社会主義共和国連が成立。ソ連は農業で得た利益を重工業に投資し高い経済成長を遂げ、世界第２位の経済大国に躍進した。二つの国は両方ともに大衆や民衆中心の社会を目指していた。

It started in 1990 as the successor program to "High School Course" (1982-1989). In 1991, it was revamped as "Education Seminar: NHK High School Course" to meet the general audience's need for systematic learning programs. Following the revision of the curriculum guidelines in 2003 and the increase in students choosing correspondence high schools, the title was changed back to "NHK High School Course," and it was broadcast primarily for correspondence high school students at 107 schools nationwide, with the aim of being useful for self-study.
