ok so, forgive me for my lack of technical knowledge, so we assume the creators lurk here.. but they will only report links that are not encoded? i mean... wouldn't they also have access to the tutorial on page 1? and if that's the case, then what's stopping them from decoding a double-encoded message twice? u know, like the rest of the users here
There is no proper, full answer but the tldr is that encoding makes it more time consuming and/or annoying, even if they do know about it.
Also, it does make searching it up much more difficult (both on here or Google). For example, sometimes Google can simply pull up a post from here or similar share sites if not encoded, sometimes even encoded.

That is also why it's common etiquette on the Japanese side to similarly obfuscate models names, so it's harder to find them and report them.
