You know I was about to investigate the VLC issue. Until this example of you looking a request, and linking the very problem of the request itself. So likewise I think you'll find a solution to your VLC issue if you keep using it.

All jokes aside, I have not update VLC, I only encounter those problems if I watch 4K videos from my network drive. (Sound loaded, but video is buffering "yellow bar below", with the occasional artifracting) It is something with VLC because videos play normally with Window's Movies & TV player.

So it turns out at least am not the problem here, it's that fucking av1 format. The second i change the video to H.264 or HEVC, everything just worked...
