Japanese Money Fan Meaning?

In certain anime, I sometimes see a money fan being used to slap someone; what is the meaning of this action?
Examples: Negima episode 2, K-on!! episode 2.

I'd say it is a physical assault and a way of looking down on the victim ('double insult').

A rich person doesn't want to dirty their hands, so they use money, this indicates the other person is poor/inferior.

I think it indicates how rich they are
a rich person has so much money that he can even use it as a fan, he doesnt need to use it as a money
but i agree about looking down too. looking down the have-not...?
