How do I install this visual novel? (シスパコ)

I'm having trouble installing シスパコ ～Hな甘辛4姉妹～ (dev: Atelier Kaguya Team Gassa Q), I've tried to redownload this game on different websites as well, but I keep getting the same error when attempting to press install, it seems to tell me that the GAME_SYS.EXE file can't be opened? Does this game need a crack? Or does my PC not match the supported specs? (using Windows 11) ; Please help!
EDIT:
I found that whenever extracting the files or installing it, my PC claims that the GAME_SYS.exe file is a virus or something, as a result I can't install and it auto-deletes the file after trying to run it once, how do I stop it from doing this???

Firewall claims that the GAME_SYS.exe file is a virus "Trojan:Win32/Occamy.C4B", switching off the Firewall doesn't seem to stop PC from autodeleting the file after running/detecting

There a way to allow it but you have to do it quick before it got auto delete (?) if i remember correctly

I gave this a try and added all related files like the ISO and GAME_SYS.exe files to exclusion list, but I still get the same (first image) error message that the GAME_SYS.exe file failed to open.
It doesn't autodelete anymore though (2nd image error message)

hmm maybe try download the game with another source... or try find other way to truly turn off Firewall maybe switch off is not enough?

I've tried downloading from a different site, but it has the same not able to open error, will try with my other pc
EDIT: unable to charge my old pc because old charging cable...

You, need OFF Antivirus, not a Forewall. If, you use Windows Defender, off manual
