I searched for information on the site in various forums, but couldn't find it. And scrolling through the MMD thread with its 800+ pages is incredibly time-consuming.

It's so called Base64 encoding/cyphering (https://en.wikipedia.org/wiki/Base64), mozilla used it to cypher people's passwords at early stages.
