Checking now but it's likely a problem on your end.

Please state what player, splitter, and decoder you use.

Well I have tried it with many players like VLC, Windows Media Player,Media Player Classic but it still does not work.
I have also redownloaded it several times and still it stops at that time.
The players I use work just fine with my other videos so I don't think that's the problem.
Although it does seem to stop around the part where the two rar seem to split.

The rar split would only matter if you didn't extract the file before playing.

Anyway, I tested it with PotPlayer, Haali splitter, LAV decoder, LAV audio, and madVR and it plays without any issues whatsoever.
