SUMMARY

In Tokyo's downtown district of Ikebukuro, amidst many strange rumors and warnings of anonymous gangs and dangerous occupants, one urban legend stands out above the rest – the existence of a headless “Black Rider” who is said to be seen driving a jet-black motorcycle through the city streets.

Ryuugamine Mikado has always longed for the excitement of the city life, and an invitation from a childhood friend convinces him to move to Tokyo. Witnessing the Black Rider on his first day in the city, his wishes already seem to have been granted. But as supernatural events begin to occur, ordinary citizens like himself, along with Ikebukuro's most colorful inhabitants, are mixed up in the commotion breaking out in their city.

I didn't check DHD or TCL, but usually Cyras outperforms then, so yeah, this is likely going to be the best version.
 
Well, after downloading the two parts of the episode 23 with FileFactory, Winrar indicates me that the archive is broken. Didn't try to download the file with Rapidgator though.

Otherwise, thanks a lot for the upload.

Edit: Well, maybe FF might be alive, but not working with my DL service. I use AllDebrid. They say RG and FF word with the service. But, FF might not. :(
 
Please use the checkers linked in my signature to verify link integrity. Third-party services tend to have a horrible misreport rate.
 
I tested a random file from the range you specified and it turned out to be still working fine. Please note that inaccurate reports won't be handled due to time and bandwidth constraints - just verify with the link checkers in my signature which files are actually dead (note: "offline" in FileFactory terms means temporarily unavailable and is not going to be replaced) and come back to me with that.
 
Ahh, i see. I tried twice and it said that the download link seems to be invalid, so i assumed the file was dead. Thanks once again, and sorry for the trouble!
