I might be able to help with that, I have the append files wich you just need to copy and paste inside the original game's folder you've already downloaded, and it'll give you the additional option to go to the Royal append.
Unfortunately this will have two side effects, the first is that those files were meant for otomedreams' chinese translation and the game will get stuck on the character name's screen if you don't switch your unicode to chinese, the second is that the patchfont.xp3 file I've got seems to be missing a font, and while it will not be an issue on the append beside the occasional error message, on the original game it will mess up the text as it will try to display japanese characters with chinese unicode.
This won't be that much of a problem though, just play the game normally on the original game without the append files, rename the savedata folder into crimsonempire_savedata and copy it inside the new savedata folder the append will create (not sure you even need to do that).
The real problem is that I don't know if I've got a partial on my hands, the only append route I've played years ago was Justin's and it was in japanese but I can't know if the others are intact or translated because the append won't let you play them unless you've cleared the characters in Empire first and I can't be bothered.
If you're willing to take the risk I can update them, though at 50kb/s it's going to take a while.
Also the game didn't work on my win7 x64 and I had to run it on a WinXP VM, but you've probably already solved that issue.
