censorship question?

I know that by law the private parts should be but in some games the text and the voice is also being censored anyone knows why? because some games are not being censored in the text or voice.anyone know?

It is more or less meant to be funny/jokes. And in some cases, it gives you a better feeling, say, Pure and Innocent feeling.

You have to be very good at Japanese to catch that however.
