Can't seem to start [Black Lilith] 堕ちる人妻

I've downloaded this game for a while now, but i can't seem to start it. When I try running the exe file it doesn't start up. A blue error screen written in unknown characters pops up instead. I've tried using Applocale but I still get the same result. Is there any fix for this? D;

Gotta change system locale to Japanese (control panel > region settings)
