Can't run おねがい助けて！

So I've been trying to run おねがい助けて！-https://vndb.org/v5324, but whenever I launch the .exe it always says "This product is only for the inside of Japan"- never really had that problem before. I have all my settings, format and locale set to japanese and even tried to use NTLEA to run it, but it still gives me the same result. Anyone know a work around or anyway to play the game?

Change language non unicode on Control Panel in Japan for support native language in VN.Now applocate or alternative program doesn't work anymore.
