The restriction in the Otome section has been around for a while yes. But a few days ago there was a big change to the forum system, seems like new restrictions were placed in with the new otome ranks.

I don't know tbh. You probably need to post until you get the pink "乙女" badge. I don't think the requirement for the basic 乙女 rank is that high (?) you can look at other members who have posted in the otome discussion area.
