I just found this issue myself. I'm presuming it's related to the fact that the game lists requiring "DirectX 8.0a or higher". Unfortunately, the game doesn't actually toss an error message, though I have gotten it to error by testing older versions of DDraw and DSound.

EDIT: Seems to be an issue with the Engine with quite a few titles not working correctly past Win8.

Page doesn't list confirmation this games status, nor if it got patched, but it doesn't look like any updates were released for this title. At least the official 1.02 patch doesn't seem to address this. Things were eventually fixed with the engine, but I'm not sure if a fix can be derived from a working title like サノバ☆ビッチ　～早乙女野薔薇ちゃん、マジ天使（ビッチ）！～
