What is the number "251008" in the attached image? Also, is this number necessary when making a request?

It's the original release date. It's a really fast way to find and collect everything that is released in a certain day/time, if you're a collector.

While it is not required when you make a request, it's important to include as much information as possible for the Uploader to be able to find it

Sometimes people even request unreleased title because they didn't even bother to check for release date :v
