I am very surprised by this Installer from 2016 does not use registry. 3 things you can do: (ordered by IQ -twisted- level of the solution)
1. simply go to %userprofile%\documents\VALKYRIA delete ハーレムビッチハウス！(DL版).ini or ハーレムビッチハウス！.ini or everything (the game can run without this garbage uninstallation info, now you can re-install all Valkyria games), then run the original installer
2. turn on virtualisation feature of your CPU, install VirtualBox or VMWare or use Hyper-V to VM/Wine a windows, install inside, then copy all files to wherever you like, run the .exe (again, the game does not need any thing from the installer); or buy another PC, Mac Mini, or Raspberry PI ($35) to install
3. if you have another Valkyria game with it's installer/ISO, make a backup of that game and setup.dat file inside ISO or zip of the installer, run the installer to uninstall the old game (skip this step if it's not even been installed), copy&paste this setup.dat file to ハーレムビッチハウス！'s installer folder, now run the installer you should be able to install the content of ハーレムビッチハウス！ but the destination folder is named as the other game, you can rename the folder if you want (again the game does not rely on anything), if you want to install the original game, then backup ハーレムビッチハウス！'s game folder, run the installer to uninstall the garbage (essentially approach 1)
