I think I know what problem you are having
I am not using the locale emulator instead I extracted the game Winrar file using sjisunzip which basically extracts all the files in japanese locale
I recommend you download sjisunzip and do that as well
as the game probably needs the game files in japanese and extracting the game normally just gives you game files with garbled file names
