Summary:
The protagonist is an average student who doesn't participate in any school clubs and maybe for that reason he is selected by the student council to investigate and decide which of the school club's request for supplemental budget increase should be approved. He starts out trying to do an honest effort but soon learns that it is a tradition at the school that the girl rep for each club should not deny any sexual advance made by the budget inspector.
