Well, as soon as I read your question, Matsurika no Kei immediately came to mind. I literally played this game for the art, the sheer number of sprites, and the menu design. It's visually stunning, but the story is disappointing. Honestly, if it weren't for the art, I wouldn't have played it.

Other examples of this are Diabolik Lovers, Piofiore, and Kankinkon (if you can even consider it an "otome").
