When trying to launch the setup.exe in I get the error "The File name, directory name, or volume label syntax is incorrect".
I'm using Win 8.1 and tried it with and without japanese locale.
PC timezone is JST.

Actually, it sounds like you never correctly set your locale to Japan. Open Control Panel > Region > Administrative > Language for non-Unicode programs > Japanese.

Also, 99% of the time, time zone & location are irrelevant, so you can switch them back to your local time & location.
