I know this is a late post, but I'll go ahead and post for future newcomers. I don't know if people have solved the .exe issue yet, but I think I have a solution.
I have had experiences in the past where the name of the files were preventing the opening of the game, whether it was due a long name or messed up Japanese symbols (the ones that are boxes and such). So after I downloaded a 2nd time and the .exe refused to open, I decided to try to rename it.
....Sure enough, after a few trials.... It's that stupid heart symbol in it's name, that was preventing the execution of the game.....
I'm sure you all can figure out what was my reaction to that.... (facepalm)
At least now people won't have to launch the game from the rar file itself.

TL;DR Take out the heart symbol. That should make it work.
