Whenever I try to launch this I get this error, unfortunately I don't speak Japanese so I have no idea what it's saying. Yes my computer region is set to Japan and i'm running it in Japanese locale.

Any help at all will be appreciated, thanks.

Try running the unicode in Japanese, you would need to restart your computer for this. This game seems set on running the OS completely in Japanese so Microsoft Applocale with Japanese won't work. I had the same problem and had idea why it wasn't working as all my other japanese games seem to run fine in Applocale.
