I was not able to install this game on Japanese Windows 2000 or XP (VirtualBox 6.1), meaning the installer would fail partway through

I was able to install on 32-bit Japanese Windows 7 (VirtualBox 6.1) and run the game but it crashes soon after starting, meaning it's not playable

The game installs and seems to play fine on Japanese Windows 98SE (didn't use VirtualBox) and ME (VirtualBox 6.1) though
