I have the same Problem, cant start the Game with crack and can´t even try to install it. There is always that mentioned error, and on install it mentions the setupinf.dat. Maybe with an ISO and not the pre-unpacked game it can be solved?

Okay after some tinkering, the only thing that's preventing the program from running properly is the folder name the game is extracted out from. Just rename the folder to Galkoi and it should run fine when you run the crack.

Rename your folders to English, not Japanese. I tested it, it worked.
